The plan, which Jacinta from Bendigo described as transformative, visionary, and unlike anything Victoria has seen before, has never been seen before.

Opposition Leader Brad Battin called the plan deeply concerning.
A task force will be established to oversee implementation. The task force will report back. The report will inform a review. The review will recommend a plan.
The plan is expected to be bold and new.
